NSW government figures classify poker machines as the most harmful gambling format in the state, yet clubs continue to operate approximately 65,000 poker machines, benefiting substantially from tax rebates through the scheme.

Green MP Cate Faehrmann has criticised the arrangement, highlighting a conflict of interest where clubs reduce their tax liabilities while simultaneously cultivating community goodwill. 

She called the proposed changes “tinkering around the edges”. She questioned whether ClubGRANTS genuinely supports community projects, or functions as an indirect subsidy that lessens scrutiny of gaming revenue.

At the same time, problem and pathological gambling rates among Singaporean adults have remained stable, with the rate declining notably between 2023 and 2025. As the spokesperson puts it, the model blends “two objectives together: generating tourism and economic benefits while making responsible gambling and social safeguards central to the model”.

The model is also evolving beyond gaming. RWS’ S$6.8 billion RWS 2.0 transformation is expanding its mix of attractions, hospitality, retail and lifestyle offerings, with the aim to “broaden the appeal of the destination and encourage repeat visitation”.

Ultimately, the operator says, the long-term success of an IR depends on “a broader mix of hospitality, entertainment, lifestyle and attraction offerings” rather than gaming alone.

Stella David, Entain’s CEO, called for the government to move ahead with the ban immediately, arguing clubs were already aware of the planned changes.

“Premier League clubs that have struck new deals with unlicensed gambling operators knew the risks,” she said. “The government made clear in February that it would bring in a ban and it should do so immediately: even if that means clubs ordering new kit mid-season.

“Inconvenience is not an excuse for inaction.”
