What is Clover Islands?

Industry consultant Jari Vähänen, formerly a senior executive at Veikkaus, estimated the entire business could be valued at up to €4.5 billion following the liberalisation of the market.

Veikkaus is adjusting to a partial liberalisation of Finland’s gambling market under the new Gambling Act, which was ratified in January 2026. 

From July 2027, the company will lose exclusivity over betting and iCasino products, which will become licence-based, while retaining exclusive rights for lottery games, scratchcards, slot machines and physical table games.

The Commission’s annual Gambling Survey for Great Britain (GSGB), released on Thursday, indicated stable gambling participation patterns among 5,277 adults surveyed between January and May 2026.

Around 49% of the adults surveyed said they had gambled within the past four weeks, a figure consistent with previous years. 

When excluding those who only played lottery draws, participation stood at 28%, implying lottery-only players comprised roughly 21% of the adult population.

Lottomatica will absorb Cirsa though an EU cross-border statutory merger, with Lottomatica continuing as the surviving entity.

Once the deal is completed, current Lottomatica shareholders are expected to own around 67.5% of the share capital, with Cirsa’s shareholders owning the remaining 32.5%.

Cirsa shareholders will receive 0.668 newly issued Lottomatica shares for each of their shares in Cirsa.
